How Online School Works in Tennessee: Laws, Enrollment, and Funding

placeholder

This guide is for Tennessee parents who have already decided public school in its current form is not working, and now need the practical part: what the state actually requires, how to leave a public school the right way, whether funding can help pay for a private option, and how credits move in and out of an accredited program. If you are still comparing schools rather than sorting out logistics, start with our Tennessee online K-12 school overview. This page picks up from there. Forest Trail Academy (FTA) is an accredited online private school serving grades K-12, including high school students in grades 9-12. We are not a Tennessee public school and we are not a homeschool umbrella. The steps below reflect what a family needs to do to enroll in a school like ours from Tennessee. Tennessee’s Legal Framework for Enrolling in an Online Private School Tennessee sorts private education into a handful of tracks, and it matters which one applies to your family. The Tennessee Department of Education recognizes independent home schools, church-related “umbrella” home schools, and non-public schools organized into four categories. Category III covers non-public schools accredited by a Tennessee State Board of Education-approved accrediting agency. FTA holds accreditation from Cognia, one of the agencies the state recognizes, which places an FTA enrollment closer to attending an accredited private school than to filing as an independent home school. That distinction matters because independent home schooling in Tennessee carries its own paperwork: parents must file as the teacher of record with their local school district each year, keep attendance records, and meet reporting rules set out in Tennessee law. Enrolling your child in an accredited non-public school like FTA is a different path, with the school (not the parent) holding the academic record. Rules and category assignments can vary by district and change from year to year, so before you withdraw your child, call your local director of schools or the Tennessee Department of Education’s Non-Public Schools office and confirm how they want the enrollment documented. FTA’s enrollment team can also give you the accreditation paperwork most districts ask for. How to Withdraw From a Tennessee Public School Without a Truancy Problem Tennessee requires children ages 6 through 17 to be enrolled somewhere. Leave a public school without a next school lined up and you risk a truancy referral, even if you fully intend to homeschool or enroll elsewhere. Follow these steps in order: Enroll with FTA first. Get written confirmation of enrollment before you withdraw from the public school. Many Tennessee districts ask to see this before they will process a withdrawal. Check your child’s attendance record. Under Tennessee’s truancy intervention rules, a student who has piled up five or more unexcused absences and has entered tier three of the district’s progressive truancy process may be blocked from withdrawing mid-year except for specific reasons, such as a change of residence. If your child is close to that line, talk to the school before you act. Send a written withdrawal notice. Use your school’s official withdrawal form if it has one. If not, mail a withdrawal letter to the principal by certified mail with return receipt requested, and keep a copy. State the date and the school your child is moving to. Ask for records to be sent to FTA. Request transcripts, immunization records, and any special education or 504 documents be forwarded once the withdrawal is processed. Let the schools handle the reporting. Tennessee law requires the withdrawing school to report the withdrawal to the district office. This step is automatic once you have submitted a proper notice; it is not something a parent needs to file separately. If you are pulling your child out partway through a term because of a schedule conflict, a move, or a bad academic year, our guide to switching schools mid-year walks through the timing questions parents ask most, including how FTA handles a transfer that starts in October or January instead of August. Paying for Online Private School: Tennessee’s Education Freedom Scholarship Tennessee passed the Education Freedom Act in early 2025, creating the Education Freedom Scholarship (EFS), the state’s first universal school choice program. For the 2025-26 school year the scholarship is worth roughly $7,295 per student, rising to about $7,530 for 2026-27. In the program’s first year, half of the available scholarships are reserved for families at or below 300% of the federal poverty level, families with a child who has a state-recognized disability, or families already eligible for one of Tennessee’s other choice programs. The other half are open to any Tennessee family with a child eligible to enroll in public school. Tennessee is on Forest Trail Academy’s own published list of states whose education funding programs our families have used. Even so, EFS eligibility depends on how a specific school is registered with the state, and the program is brand new, so rules are still being clarified as districts and families work through their first application cycles. Before you count on EFS money to cover tuition, confirm two things directly with the Tennessee Department of Education’s EFS office: that your student qualifies for an award, and that FTA’s enrollment counts as an approved use of the funds for your situation. Do not assume; ask. If EFS does not cover full tuition, or your family does not qualify this cycle, FTA’s tuition page lays out the actual cost: roughly $3,069 to $4,269 per year depending on grade level, with monthly payment plans starting at $236 a month for elementary, $286 for middle school, and $336 for high school, plus a one-time $225 registration fee. There is no fixed enrollment window; families can start any time in the school year. Transferring Credits In and Out of FTA Two different questions come up here, and parents often mean both when they ask “will my credits transfer.” Bringing credits into FTA: Send us your child’s most recent transcript when you enroll. FTA accepts partial-year credit, so a student who

How Online School Works in South Carolina: Laws, Enrollment, and Funding

placeholder

South Carolina parents ask the same three questions when they look at online school: is it legal, can we switch mid-year, and what will it cost. This guide answers all three in plain terms, with links to the state offices that hold the final word. Quick answer: South Carolina law lets a child meet compulsory attendance by enrolling in an accredited independent school, and an accredited online private school like Forest Trail Academy’s South Carolina online K-12 school qualifies under that path. Enrollment runs year-round, tuition is a flat published rate, and families should confirm any state funding program directly with the South Carolina Department of Education before assuming a school qualifies. South Carolina’s Legal Framework for Online Enrollment South Carolina requires children to attend school from the school year in which they turn five (parents may opt a five-year-old out of kindergarten with a signed election) through age 17. That’s the compulsory attendance rule under Title 59, Chapter 65 of the South Carolina Code of Laws. Families who teach at home in South Carolina choose one of three legal options, each tied to a different code section: Option 1: Approval from the local school district board, under Section 59-65-40. This path carries the most paperwork: district approval, semiannual reports, and annual testing. Option 2: Enrollment through the South Carolina Association of Independent Home Schools (SCAIHS), under Section 59-65-45. Option 3: Membership in a qualifying homeschool accountability association with at least 50 members, under Section 59-65-47. All three homeschool options require 180 instructional days a year and a parent-teacher with at least a high school diploma or GED. Enrolling in an accredited online private school is a separate, more direct path. South Carolina law defines an “eligible” independent school as one that meets state curriculum standards and holds accreditation from a recognized body, and the statute names Cognia and the National Council for Private School Accreditation (NCPSA) among the accepted accreditors. Forest Trail Academy holds both. That means a student enrolled full-time in an accredited online private school satisfies compulsory attendance directly. Parents don’t file a homeschool notice or join an accountability association for that child, because the child is attending a school, not homeschooling. Statutes change and district practice varies, so before you withdraw a child from a South Carolina public school, confirm current requirements with your local district office or the South Carolina Department of Education. HSLDA’s South Carolina law page is also a reliable source if your family is weighing a homeschool option alongside enrolled online school. How to Withdraw Mid-Year and Enroll South Carolina families don’t have to wait for a semester break. Forest Trail Academy enrolls year-round, so a student can start the week after the paperwork is submitted, not the week after Labor Day. The general steps: Apply online. Complete Forest Trail Academy’s enrollment application and pay the one-time $225 registration fee. Request records from the current school. Ask the front office for a copy of the student’s transcript, immunization record, and any IEP or 504 plan on file. Send a written withdrawal notice. Most South Carolina districts ask for this in writing, dated, with the student’s name and last day of attendance. Keep a copy for your own file. Confirm the compulsory attendance path. Once the child is enrolled in an accredited online private school, that satisfies South Carolina’s attendance law under the independent-school path described above. No separate homeschool filing is needed for that enrollment. Set a start date and log in. Forest Trail Academy assigns courses and a certified teacher once records and payment clear, typically within days. For the full checklist, including what to say to a current school’s registrar, see Forest Trail Academy’s guide to switching schools mid-year. Funding: Tuition First, State Programs Second Forest Trail Academy has published, flat tuition: roughly $3,069 to $4,269 per year depending on grade level, with monthly payment plans starting at $236 a month for elementary, $286 for middle school, and $336 for high school, plus a one-time $225 registration fee. There’s no bidding, no hidden per-course charge, and no surprise invoice mid-semester. Full detail lives on the tuition page. South Carolina is on Forest Trail Academy’s published list of states whose ESA funding enrollees we accept. The state’s program, the Education Scholarship Trust Fund (ESTF), has changed shape more than once: a 2024 state Supreme Court ruling barred the use of ESTF funds for private school tuition, and a 2025 law reopened that use and expanded income eligibility for the 2026-2027 school year. Rules like these move. If your family wants to know whether ESTF (or any other South Carolina funding program) can be applied to a specific school, the safest step is to contact the South Carolina Department of Education or the program administrator directly and ask two questions: is my household still eligible under current law, and does the school I’m considering qualify. Don’t take a school’s marketing page as the final word on eligibility, including this one. Treat tuition as the number to plan around, and any scholarship as a bonus to confirm separately. Credit Transfer: In and Out of Forest Trail Academy Forest Trail Academy, founded in 2007, holds accreditation from Cognia, the Middle States Association Commissions on Elementary and Secondary Schools (MSA-CESS), the National Council for Private School Accreditation (NCPSA), and Accreditation International. The school is also NCAA-approved for student athletes tracking core courses, and carries Florida Department of Education School Code 3970. That accreditation stack matters two ways for a South Carolina family. Transferring in, a student’s prior transcript from an accredited school (public or private) is generally accepted at face value, and Forest Trail Academy’s registrar reviews course-by-course credit for anything unclear. Transferring out, a diploma or transcript from Forest Trail Academy carries the same accreditation weight a South Carolina public or private high school diploma does, which matters for college admissions offices and for South Carolina colleges checking accreditation status before accepting transfer credit. Because accreditation, not physical location, is what a receiving

State law was written with public school and homeschool families in mind, not families choosing an accredited private online school. This guide walks through what Minnesota actually requires, how to withdraw from your current school mid-year, what funding really looks like, and how credits transfer in and out of an accredited program. For school-specific details, start with our Minnesota online K-12 school page. Forest Trail Academy has run an accredited, self-paced online K-12 program since 2007. Families enroll year-round, not just in August or September, and pace their coursework to fit their life instead of a district calendar. Minnesota’s Legal Framework for Online Private School Enrollment Minnesota requires every child between 7 and 17 to receive instruction, under the state’s compulsory instruction law (Minnesota Statutes Chapter 120A). Families who choose a path outside their local public school, including homeschooling and enrollment in a nonpublic school, must notify the district. Under Minnesota Statutes 120A.24, the parent of a child receiving instruction outside a public school must file a report with the superintendent of the district where the child lives. The report is due by October 1 each school year, or within 15 days of starting instruction outside the public school if that happens later in the year. The report generally needs the child’s name, birth date, and address, the name of each instructor, and evidence that one of the legal options under Minnesota Statutes 120A.22 is being met. Here is where it gets specific to accredited private schools like Forest Trail Academy: 120A.22 lists several ways a child can lawfully receive instruction outside a public school, and one of those ways is enrollment in a nonpublic school that meets the statute’s requirements, which an accredited program satisfies differently than an independent homeschool does. Because school district staff sometimes apply the homeschool testing and portfolio rules to families enrolled in an accredited private school by mistake, confirm directly with your local superintendent’s office how they want the notice filed, and ask what documentation from Forest Trail Academy (enrollment confirmation, accreditation letters) satisfies their process. Requirements and interpretations can shift between school years, so treat this section as a starting point and verify current rules with the Minnesota Department of Education’s Nonpublic and Homeschools office or an organization like HSLDA before you file. Mid-Year Withdrawal: What Minnesota Families Need to Do Minnesota does not require families to wait for a new school year to change how their child is educated. If your child is struggling, being bullied, or you simply found a better fit, you can withdraw mid-year. The general steps: Notify the current school in writing. Most Minnesota districts ask for a short written withdrawal notice with the effective date. Ask for a copy of your child’s records and transcript before you leave. Enroll with the new school first. Get an enrollment confirmation from the accredited online school before finalizing withdrawal, so there is no gap in your child’s education record. File the district notice within 15 days. As covered above, Minnesota law gives you a 15-day window from the start of instruction outside the public school to file the required report with your local superintendent, if you are starting after the October 1 deadline. Send transcripts to the new school. Forest Trail Academy’s admissions team reviews prior coursework and places your child at the right grade level and course sequence, usually within days. Because enrollment is rolling, a family can typically move from application to first class in under a week. For a step-by-step walkthrough built for this exact situation, see Forest Trail Academy’s guide to switching schools mid-year. Funding: What’s Actually Available in Minnesota Families researching online private school funding often ask about education savings accounts (ESAs) or vouchers. Minnesota does not currently have an ESA or private school voucher program. Bills proposing one have been introduced in recent legislative sessions, but as of this writing none has passed into law. If that changes, check the Minnesota Department of Education directly rather than relying on secondhand information, since eligibility and application windows for any new program would be set by the state. What Minnesota does offer is the K-12 Education Subtraction and Credit, administered through the Minnesota Department of Revenue. These are state income tax benefits, not a school-choice voucher, and they apply to specific categories of education expenses, which can include some private school tuition and instructional materials depending on your income and what you paid for. The rules on what qualifies, and the income limits for the credit versus the subtraction, change from year to year, so check the Department of Revenue’s current guidance before you count on a specific dollar figure. Because Minnesota has no ESA or voucher program to offset tuition, Forest Trail Academy keeps its pricing straightforward instead of stacking funding promises it cannot make. Tuition runs roughly roughly $3,069 to $4,269 per year depending on grade level, with monthly payment plans starting at $236 a month for elementary, $286 for middle school, and $336 for high school, plus a one-time $225 registration fee. There are no hidden per-course fees or surprise charges added later. Full details, including what is and is not included, are on the tuition and payment plan page. How Credit Transfer Works, In and Out One of the first questions Minnesota parents ask is whether credits will actually count. Accreditation is the mechanism that answers that. Forest Trail Academy holds accreditation from Cognia, the Middle States Association Commissions on Elementary and Secondary Schools (MSA-CESS), the National Council for Private School Accreditation (NCPSA), and Accreditation International. The school is also registered with the Florida Department of Education under School Code 3970, and its high school courses are on the NCAA’s list of approved courses for student-athletes tracking eligibility. Transferring in: When your child enrolls, the admissions team reviews official transcripts from their Minnesota school (public, private, or homeschool records) and matches completed coursework to Forest

How Online School Works in Indiana: Laws, Enrollment, and Funding

Indiana families ask the same three questions before they enroll a child in an Indiana online K-12 school: is it legal, will it count as truancy, and can we get help paying for it. This guide answers all three in plain language, with links to the state offices that make the final call. Forest Trail Academy has run accredited, fully online K-12 programs since 2007. We are not a law firm, and Indiana education law changes from one legislative session to the next, so treat this as a starting point and confirm details with the Indiana Department of Education (IDOE) or the Home School Legal Defense Association (HSLDA) before you withdraw a child from public school. Indiana’s Legal Framework for Online Private School Indiana does not have a separate legal category for “online school.” Under state law, a child enrolled full time in an accredited private school like Forest Trail Academy, delivered online, falls under the same statute that covers homeschools: Indiana Code 20-33-2-12, which classifies homeschools as nonpublic, non-accredited schools for legal purposes, even though the private school itself may carry outside accreditation. Here is what that means in practice: No state registration required. Indiana does not require families to register with IDOE before starting home-based or online private instruction. Attendance records, not a specific form. IC 20-33-2-20 requires the family to keep an accurate daily attendance record. The state does not mandate a specific form, but records must be available if the state superintendent or the local public school superintendent asks for them. 180 days of instruction. Indiana law expects instruction equivalent to the public school calendar, taught in English. A signed withdrawal form for high schoolers. This is the part families miss most often. When a student in grades 9-12 leaves an Indiana public school for a nonaccredited nonpublic school (which, again, is the legal bucket online private schools sit in for state purposes), the public school principal must give the parent a state-approved form explaining the legal requirements of that path. Both the principal and the parent sign it. If a parent refuses to sign, Indiana treats the student as a dropout and the principal must report it to the Bureau of Motor Vehicles. That rule catches families off guard, since most states don’t tie a withdrawal form to a driver’s license agency. If you are pulling a high schooler out of an Indiana public school, ask for that form before your child’s last day. Outside accreditation does not exempt a school from this category under Indiana law. Confirm your specific situation with IDOE’s homeschool guidance or HSLDA’s Indiana page before you finalize a withdrawal date. Withdrawing Mid-Year Without a Truancy Problem Families switch schools most often in October, January, and after spring break. Indiana lets you do this without a truancy flag if you follow the sequence in order. Enroll first, withdraw second. Get your child’s enrollment confirmed with the new online school before you tell the current school you’re leaving. A gap between “withdrawn” and “enrolled” is exactly what triggers a truancy referral. Request the withdrawal form. For high school students, ask the principal’s office for the state-approved form described above. Read it, sign it, and keep a copy. Get records in writing. Request a copy of transcripts, current grades, immunization records, and any IEP or 504 plan. Indiana public schools are required to release these to the parent. Start the attendance log on day one. Once your child begins at the new school, keep a simple daily record: date, subjects covered, hours logged. Forest Trail Academy’s learning platform timestamps coursework automatically, which gives you a second record if a district ever asks for verification. Keep enrollment proof. A welcome letter or enrollment confirmation from the new school is your evidence that the child was never out of school, only between schools. Because Forest Trail Academy enrolls on a rolling, year-round basis, there is no “wait for the next semester” problem. A family can complete steps 1 through 5 in the same week, which is the fastest way to close the gap that causes truancy questions in the first place. For a full walkthrough of this process, including what to say to the current school, see our guide on how to switch schools mid-year. Funding: What Indiana Offers, and What Applies to an Out-of-State Online School Slow down here. Indiana runs two funding programs, and neither one works the same way an in-state voucher does for an out-of-state accredited online private school. Indiana Choice Scholarship (voucher) The Choice Scholarship is Indiana’s private school voucher. Starting with the 2026-2027 school year, income caps are being removed, which makes the program available to essentially all Indiana resident families. Awards run into the thousands of dollars per student, calculated as a share of what the state would have spent on that child in public school. The catch: Choice Scholarship dollars can only go to a school on Indiana’s official list of participating schools, and that school must be accredited by the Indiana State Board of Education or by a recognized accrediting body. That list has historically been built around schools physically located in Indiana. Whether an out-of-state, fully online private school could join it is a question only IDOE can answer, and it may shift as the program goes universal. Do not assume a Choice Scholarship will cover tuition at an out-of-state online school. Check the current participating school list at indianachoicescholarship.org or call IDOE before you count on this funding. Indiana Education Scholarship Account (INESA) INESA is Indiana’s ESA program for students with disabilities (and, since mid-2024, their siblings), offering up to $20,000 a year for a student with an active IEP, service plan, or CSEP, with sibling awards up to $8,000. Families use INESA funds through an online marketplace to pay approved providers directly. As of this writing, virtual or online schools are not listed among the standard approved expense categories under INESA; the program centers on therapy, tutoring, and curriculum purchased à la
